About PRFA
Our Story
PRFA was established in 2025 by Bill Andrade, MD, with the vision of providing meaningful support to lost and neglected animals through pet welfare services.
His journey to help others began with graduation in the early 1970s from Duke University Medical School, followed by residencies at Harvard and Johns Hopkins Hospitals. Combined with a lifelong service career in medicine, his community efforts have included years of service on the boards of the Nashville Rescue Mission, Salvation Army, and Nashville Humane Association, where he became a vocal advocate for both underserved communities and animal welfare causes.
As long-term Medical Director of Corrections Corp. of America, Dr. Andrade helped to establish the Cell Dog Program, which pairs incarcerated individuals with rescue dogs. The goal was to provide animals with structured obedience training, thereby increasing the chances for adoption while helping inmates discover a renewed sense of purpose and responsibility.
PRFA strives to become an effective, credible, and innovative organization dedicated to supporting pets, shelters, and donors through transparent, mission-driven initiatives. By prioritizing accountability and direct impact, PRFA aims to restore public trust that may have been diminished by past concerns surrounding the fundraising practices of other national pet welfare organizations. Recognizing that, PRFA is committed to becoming a responsible and forward-thinking leader in animal welfare, setting new standards for integrity, innovation, and measurable impact in the years to come.
